Well, I would read it as twice a week but I clarified and asked if he meant fortnightly or 2 times a week.
Apparently to the Americans , bi-weekly means every other week or every two weeks (semi-weekly means 2 times/week). Fortnightly is not a common term there -_-“

Ambiguous. 'Biweekly' should mean 'twice a week', but many people would understandably mistake it for 'once every two weeks'.
Ask the person to clarify and advise him to use 'twice weekly' instead.
It's just like how 'biannual' (twice a year) should never be used since it can be mistaken for 'biennial' (once every two years). 'Semiannual' would be a better term.
