I realised that it's not only the PRCs that cannot speak English
There are also quite a number of Malaysians working in Singapore that cannot speak English.
To think I just realised this in recent years.
Malaysian cannot speak english?
Even if they speak very broken english, it's still better then some PRC who INSIST talking in chinese...

Cannot speak and cannot read or write either.

It's normal. He was complaining that he cannot communicate with his cousins because they can't speak English and he can't speak Mandarin and his Malay sucks

i think it's pretty common - i didn't realise this until i started working. a lot of malaysian chinese speak mandarin, at least the younger ones because they were schooled in chinese school up to primary level. hence they only "started" using english or malay in secondary school

they're about your age/my age group, right? it's the same with me but i do notice that once i move out of this circle, a lot of them speak mandarin. and naturally my mandarin sucks.
