Taoist Temples are scared places for Divines. and thus when one entering the temple, one should be clean and properly dressed.
When women are having their menstrual, actually if urgent and need to enter the temple, they can, provided they practice good hygience and cleaneness.
and talking about properly dressed, one should not enter temple dressed in singlet and short pants, as if going down to mama shop to buy snacks.
it should be smart casual dress code, similar to visitation to some seniors or master's house.
taoist temples also do NOT need to remove foot wear. however, due to lack of knowledge, some temples actually encourage that, which is not correct. and also partially is their newly laid marble floor, which some temples can afford and does not want it to be scratched.
however, if it is according to proper Taoist custom, one need not remove footwear and should be neatly dressed. u dun pay respect to divines or someone with high status with singlet and shorts.

to add on, if it got a inner altar or special inner sacred altar, or premise, that need fasting to enter, one should ask permission or if one did not fast, one should not enter.

one can definately enter Taoist temples to worship and pray as long as one is properly attired and clean. women with menstrual can enter too. it is superstitous to be worried about these things.
Taoist divines are impartial, compassionate and full of wisdom. they will not mind such things. only evil spirits are either afraid or attracted to such things.
