If so u will be charged by the law overseas cause u commited murder there and if murder is considered a crime there.Eg if u traffic drugs to Malaysia,u will be charged under the malaysian law and once found guilty,u will be locked up in malaysia,such cases are also seen in places like thailand where singaporeans are locked overseas too.
Just a few months ago, i read in the papers that singapore is planning to make a new law that make it illegal for singaporeans to go overseas and have sex with minors.Now if u go overseas for such an act,if u are not caught there,the singapore police cannot arrest you even if they find that u did commit this offense overseas.They can only arrest you if the oversea country has proof that u did commit this crime,the other country have a extradition treaty with singapore and they will request the help of the singapore govt to arrest this person and then extradict him over for judgement.
It is like a special case where because of lax controls overseas,few singaporeans are caught and sentenced.Singapore in an effort to help international causes for lowering the child sex business then decided to see if they would implement this.This is similar to what is mentioned here in that the crime was commited overseas

Exactly. Unless their vacation in Batam stretched on for months, it will be difficult to prove where the offence was committed. In that case, all we have will be the word of the couple themselves.
