  I think they are consumers But they are too unethical in a sense that those the look for service are as young as their grandchild so !!!!!!!!!!!
  On the other hand it is quite hard to keep them from going unless measures like restricting visits to batam for man who are travelling alone cos if travel with family usually they wun violate the gers there.
  
  The underlying solution to all these hu ha is to educate the young girls there they can do other job for a living .Education OR religion can help them.
