  Both is true. Depends on what material the cum is on. If cum dry up between 2 layers of cloth, it will become like glue when you try to pull it apart. Sort of like mucus dry up like that. If cum dry up on a dark colour cloth, it will become white. If dry up on a white cloth, it will look yellowish or if its very concentrated, will look brown.
