It is wrong, but it's hardly a hanging offence.
It's all a matter of demand and supply. If you want to show your underwear also nobody wants to see, therefore, you don't feel that it's a big deal. But if a girl wants to show her underwear, many guys will want to queue up and see. Therefore, they will either want to charge money for you to see or they will only want to show it to someone special, like their boyfriends or husbands.
