1) It is not what is protrude out that is smelly but what is flowing out of you that is smelly... Man may have a penis but the extrusion hole is so much smaller compared to a woman's... Further more Man doesn't sweat out funny smelling fluid with aroused... If you disagree with this.. how about smelling your butt... It is inside too.
2) Don't you know that you have more bacterial growth inside than outside? Do you know your mouth have more bacterial than your feet after a night sleep?
3) Woman shave out of beauty... and Man don't shave out of manly perception... Someday You'll appreciate your husband for not shaving before your bedding activities... anyway not to deviate the subject... More hair doesn't mean more dirt... Woman have more hair on the top than man issn't it?
I think its really not the fact about man or woman... its just about hygence.... What you eat and wat you drink will extrude out from your organs... so I guess its more likely what it smells like...
I guess the saying of CCB comes from the fact about Man like to scold words based on subjects like sluts and bitch... They had the perception of sluts and bitches like to have sex with many different man which theorically would make the organ smelly... other than that I don't see there's any sexism in the phrase.

heres my reasoning.
girls' privates have frequent discharges and bleeds which can really cause a stench when they dry.
for guys.. er.. their only discharge is semen which occurs only when they masturbate and it is immediately wiped off, not like the girls discharge.
