  My friend who works as bartender in Sentosa say from time to time he will see ang-moh women going topless. Some of them later was approached by Sentosa stuff to remind them that this isn't a clothes optional beach.
  
  But he also say.. the quieter corners of Sentosa, even local girls go topless to suntan. I don't mean face down and un-do bikini but face up without bikini.
