I don't know why people keep trying to portray Singaporeans as being far less liberal than they actually are...even back in the days of the British Empire, Singapore had a reputation in London as a place that people (although they were probably only referring to rich British white men) could go to have 'fun.
Today, most people I know in or around my generation have been sexually active since their mid or late teens. Hardly anyone, except those who're really devout / opinionated about this issue, those who can't be bothered and those who 'can't make it', wait until marriage to do it, and there are very few of those around these days.
Singapore is NOT a conservative country, and has never been, at least not since the time of the British. People like the Govt try to portray us as a conservative country so that they can push their conservative political agenda (prob because they couldn't get any action themselves), but we're not, and we have never been.
