For me, if im talking to a guy (same sex) i will usually choose 2. I feel more comfortable that way else it feels very gay if i stare straight all the way. But if i talk to girls, i dont really mind staring straight into her eyes all the way depending on how close i am with her(erm not referring to distance.. but in terms of relationship). But usually when i talk to strangers, i will look at the blanks around his/ her face unless she has big and irresisitable eyes.
I feel that it's rude to look at his/her hair or body unless you want to give a compliment.. other than that, i always look at the eyes of the person whom i am conversing with.. in most cases, u can tell how the person feels thru his/her eyes unless they're cold and dead eyes..
