Is Staring a big problem in the world we are living?

I have been wondering why people around the world usually stare at each other even 1 party trying to get pass the other? There was 1 day when i goes out with a groups of friend to Town, most of the time i walk behind them, and there was a couple, i just look at the girl face only and the girl boyfriend stare like as if i have offended them like that. And once he stare, he stare like intend to pick a fight. It was ridiculous. Normally when fight started because of a stare right?

anyway there are other cases of staring incidents in S'pore too. -
