So if it happens to a couple of you girls, you all can gang up and do not allow the guy to take advantage and lock your drawers or do not keep these things in the drawers. You can highlight this to your manager together or HR. It is just work only, you should not go there and feel degraded or have to live with this fear all the time that you have no privacy and your stuff will be ransacked. This will ensure some action is done and clean up in many other offices if it is also prevelent in other places.
However, all this is with due respect that you behave and act professionally ie, you do not go flirt and slut about the office that people do not respect you and treat you like the office whore (pardon the insult) and now decide to cry wolf just cause the guy whose eyeing you is not good looking. There are cases like this and these kind of girls, deserve fully this kind of degrading treatment.
