To me is better to have foreskin because it feel more comfortable.
As if your foreskin is too tight, try to pull back more each time u masturbate. Try to stratch the opening each time. Not pull back too much at one go until it bleed ok. Must be patient a little each time.
As for hygiene, of course have to wash it daily with soap lah
