It mentioned Yellow Top as well. But AFAIK, there are 2 kinds of Yellow Top taxis. Meaning only the Yellow Tops belonging to ComfortDelgro will stagger hte midnight surcharge?

Those surveyed , said they just take any cab that stop infront of them , they don't care about pricing . They just want to get home .
They said most people felt that the difference is not much of a difference anyway . Plus minus $0.30-$0.70 cents difference .
This move is to cover the mouth of those unhappy commuters , claiming cabby hide for midnight charge .
Crazy allegations , why don't they drive a taxi and try to hide .
Anyway , not my problem , i don't drive midnight , I stop at 10pm . -

Why don't you guys 11.30pm go down Orchard and take a look at those taxi stands and night spots , see got taxi or not ?
For cabby , 11.30 no queue-up can get passenger , consider lucky liao . -
