that time i was in urban Yunnan (Kunming) in China.
Taxi meter does not has stopping/waiting time surcharge.
meter fare: RMB5.00 (SGD1.00) for 1st 5 km.. then that time i flag it i wanted to look for some store.. so cabby drive slowly here and there.. after 20mins+, meter still at RMB5.00

Taxi drivers cannot fiddle or manipulated the meter anyhow .
Every six months , taxi got inspection one , checking the meter in correct condition is one of the criteria .
And most important , how to manipulate the meter when LTA instal a security , "meter-insulation" strip ?
So , f*ck off with those accusations .

Accuse , and allegations , must have evidence la . And cabbies can have plenty of evd\idence to show he can never fiddle with those meter . No way .
It will cause him the job if fiddle with the meter with no relevant reason . -

That's why Comfort drivers don't like to take customers on the road , some think they really big f*ck , like this one above , think we beggar . waiting time only when taxi travelling at a speed of below 30km/h then activate , like traffic jam time .
