Contant tapping of brake on expressway.

I encountered twice in a year, different taxis who did this.
Driving at 60-70km/h on expressway, take middle lane, they drive like normal but everytime hit 70km/h, they tap brake and the vehicle keeps on gently jerking the whole journey.
I wonder what's wrong with these stupid drivers. I will very deliberately peer over their speedo, then they speed up abit to 80, but everytime hit 80 tap brake...siao one...take middle lane and hog.
Today's incident even more bizarre, the driver keep playing with his turn indicators, flash left, flash right, just for 2-3 seconds and off...the whole journey. He didn't even change lane at all..just flash for fun and tapping brake. -
You want to kena summon and points for speeding ar?

60-70 on expressway will kena summon for speeding? I think he should get summoned for road hogging.
And the expressway was clear, on a Sunday evening at KJE...no cars, but he flash signal, tap break like siao lydat.
2nd time encounter this kinda crazy driver liao. -

Anyway expressways , u'll see me at least 15km/h exceeding the normal speed limit .
Like 80km/h stretch , u'll see going 95km/h , 90km/h stretch , u'll see in 105km/h .....
Many years liao driving this pattern , never get summon , cos i always knew , if i maintain within the 20km/h allowance for overtaking , i'll be alright . -

Exceed speed by less than 20 kmph, you pay a fine.
Exceed speed by more than 20 kmph, you go to court. -
but even if he want to drive at 70km/h also not lydat...keep tapping brake like dancing...the car shake and shake....then flash signal for nothing...like playing computer game...siao one
