Need help by today!!

I have encounter a problem in my Monitor yesterday. What really happen is.....while i was serving net.....all my application got hang......so what i did was press Ctrl+Alt and Delete key together and did a restart. Suddenly, the monitor went off and the "LED" light start blinking with a light sound continuously. The "LED" light is in "green colour". Thinking it could be the cable proble....so what i did was reconnect the 15pin cable into the CPU board tightly and no recovery was seen in screen (monitor) but only the blinking and light "tig, tig,tig...." noise. Tried removing the 15 pin cable via CPU, and still able to hear the "tig, tig....noise".
can any kind person help me in this problem asap?

Possible problems
1. Hard Disk problem (crash/boot sector corrupted)
2. VGA Card (loose/damaged)
3. Motherboard problem (unlikely but possible)
4. Monitor faulty.
Soultions
1. If you have another spare monitor try connecting to the PC, if same problem occurs the above point 4 is out.
2. Try disconnecting everything from your CPU (mouse, keyboard, power etc), wait for 5 minutes, then connect everything back (power last to connect) then try switching on again.
If then above two solutions doesn't work might need to further troubleshoot further to pinpoint on the faulty part.

It's just a rough timing, reason for doing so is to let the static in the CPU "die off" before connecting. Well you can do it within 1 min but quoting 5 mins is just on the safe side.
As I had a similar problem with my server, tried Solution 2 and the server boots up as per normal. -
Mostly is ur power supply. Cos I just kanna the same prob few days ago.
