Looking for t-shirt printer for future reference

  Well, not exactly those corporate gift type that just anyhow print on any ol' t-shirt. A professional t-shirt printer or manufacturer.
  
  Some conditions :-
  - Custom tag allowed
  - Good quality
  - Good prints
  - Not only front/back/sleeve printing but possibly graphics crossing from front to back by the side etc...
  - No min qty or maybe allow small run
  - Reasonable price of course

  I do T-Shirt printing for schools class T-Shirt. However, there's minimum quantity set at 15 pieces. Single piece are usually 50% - 75% higher than bulk printing.

  I am especially looking for those who also allow/can do custom tags and funny position printing as mentioned... of course good quality and price etc.. is everyone's wish
