  nay this is not U niversity facilities. as in its not shared by all therefore being made to pay is fine, but too much is another matter

  most of my lecturers encourage us to speak up and participate...
  except one russian guy... always tell us NOT to bother him...

  The word "vote" is used rarely in Singapore.
  
  And if used at all, the word "cannot" comes with it.

  There was this dunno ntu/nus student who wrote in to Life! yesterday and attributed the 5% raise in tution fees to wasted air conditioning. I was laughing my pants off.
