The nasi lemak there is different. The ikan billies are not just fried and placed on the plate. There they cook the ikan billies together with the chilli. It is something like the Yeo's canned sambal ikan billies. The onions are cooked in oil, chilli added, ikan billies added and cook till soft and add probably sugar.
My mother cooks it this way nowadays after I pester her to cook it this way...
Then in Penang.....The chilli is cooked with prawns. And the chilli has prawn paste...called 'belachan' in malay. Also delicious......
Speaking of chillis...yummy...Have you tried Chin cheong fun served with the ikan billis cooked in chili and onions, the same way the cooked the nasi lemak chilli I described. Delicious....again found them in Port Dickson. And they put in long beans and I think carrot (cut up in very small pieces). The purple 'sweet sauce' familiar with chin cheong fun here is also used.
