I did try to drink plain water in order to "thin" my phlegm, but why is it that sometimes, I feel even more inclined to cough and spit/vomit out my phlegm?

1) why do i feel extremely lethargic in the week following my period? is there a biological reason to that? by lethargic i mean always feel like sleeping. and when i take a nap, (on bus, in a chair, any place) i tend to fall really deep into sleep. not like the usual where i will be waken by loud noises. but when i am dun feel like sleeping, my concentration is not compromised.
