Open Control Panel and click on Mouse.
Under Pointer Options, select a speed you like.
I forgot to add this: If you use your brother's gaming mouse, then forget it. They are made to be super fast. Buy a normal mouse. Those gaming mouse are easy to tell. Very huge. -
