Good Luck. We tried a similar operation at parkway parade over the May Day weekend. We managed to catch 2 chinese national cutting the lock on the bait (a Merlin Extralight) and trying to ride away.
The bike was locked at the bicycle stand just outside Citibank with 3 locks. A Ulock and a chain lock.
Total persons involved were 15 persons. The stakeout points are Burger King, Starbucks, and the escalator near the bridge with 3 buddy teams on bicycles. Chase cars are parked outside DBS, Roxy and just before Amber Road. Here is a run down of events.
April 29, 2006
10.34am: 1st Buddy team cycles up to Burger king and sits down.
10.45am: 2nd team cycles up and takes positions at Starbucks
11am: 3rd team cycles up and sits by the bubble tea store.
11.05am: 1st car parks outside DBS Bank
11.10am: 2nd and 3rd car parks outside Amber Road and Roxy Hotel.
11.15am: All Clear to controller to set up the bait.
11.18am: Controller cycles in and locks bike on the bike stand
11.20am: Controller leaves and walks over to Parkway Parade to detour to DBS chase car.
3.33pm: 2 Chinese nationals walk past the bike stop and take a close look touching the locks before walking away.
5.02pm: Same 2 Chinese nationals (C1 & C2) returns and stands around the bait with 1 other bicycle.
5.05pm: C1 makes a big show of trying to lock his bike to the stand.
5.05pm: C2 stands beside his friend and C1 cuts the 1st lock on bait (Ulock on rear wheels and Frame)
5.06pm: C2 cuts the 2nd Ulock (Front wheel and frame)
5.06pm: C2 cuts the 3 lock (Chain lock) while C1 wheels his bike out of the stand.
5.07pm: Broken locks put in a red plastic bag and put to 1 side.
5.07pm: C1 & C2 prepares to ride away.
5.07pm: Burger King and starbucks Group shout at C1 & C2 and move in.
5.08pm: C1 & C2 panics and cycles off.
5.08pm: C1 & C2 rides out and split up. C1 goes towards Amber Road side and C2 cycles against traffic towards the Old Cinema Side.
5.09pm: C1 caught near the Condo after one of the chase riders on the bicycle cycled to his side and jumped on him. Managed to hold onto him after a brief struggle.
5.11pm: C2 cycles and turns at the Old Cinema and heads towards ECP. Chase car from Roxy plus 2 chase groups on bicycles on his tail.
5.12pm: C2 caught after Rob crash into him outside the coffee shop just after the cinema with a rugby style tackle.
5.15pm: C1 bundled into DBS Chase Car and his bike left on the road.
5.21pm: C2 bundled into Roxy Chase Car and all bikes loaded onto Bike rake.
5.30pm: Sting Operation Complete with C1 and C2 caught.
6.10pm: C1 and C2 and all personnel arrive at Old Changi Hospital.
6.20pm: Questioning and Court begins.
7.30pm: Conclusion (we let them go after ensuring that they will remember this episode and never steal again).
Conclusion: We strip them naked and left them at Old Changi Hospital. We have also taken action to ensure that they will never steal bikes in the next 6 months, unless they figure out how to steal/ride on a broken knees, wrist and a smashed palm. (we check the next morning and they were not where we left them anymore, so it is safe to say they are alive)
A note to any bike thieves reading this post. We are going to be continue our operations whenever we have time. When we catch you, we will NOT be handing you over to the police. Instead we will break your legs, hands and fingers and than we will strip you and leave you to find your way out from a remote part of singapore. I know this is against the Law, but hey, since the police refuses to conduct or work on this cases, we will.
