Keep dipping the stick in and out fully until you can see the position of the drop of oil on the dipstick reach the required level.
For water top-up, you can check the radiator level, which you do so by opening the metal pressure cap(it's very prominent) and checking the water level against a mark at the side.
Some cars have a plastic reserve tank, so check from there. -
