  not really... the shoe usually "grabs" the sock and the sock will rub on your foot, causing the blister... the rubbing of things on your skin causes the blisters
  
  it's the friction against the skin that causes blisters... sticking some tape there allows the rubbing to be between the tape and the shoe.. the skin isn't rubbed.. so no blisters
