what is PARF / OMV?

  I'm totally new.
  
  I have a few stupid questions:
  
  May I know what is PARF / OMV? what is the impact on the price?
  I also noted FC is used. what is FC?

  OMV is the scrap value
  FC is fuel consuption
  Parf i not sure but i think is percentage of the omv(correct me if i am wrong)

  OMV
  What is OMV? It stands for Open Market Value.
  OMV is assessed by the Singapore Customs (Tel: 6355 2000), taking into account purchase price, freight, insurance and all other charges incidental to the sale and delivery of the car from country of manufacture to Singapore.
  
  Preferential Additional Registration Fee (PARF) and/or Certificate of Entitlement (COE) rebate may be granted to you upon de-registration of your vehicle.
