Any value for money audio head unit to recommend?

  Hello ICE experts, i scan through some of the threads in this forum and found that most of the recommended HU are quite ex.
  
  If i have a budget of $400 (Inclusive installation), is that any good and value for money units that you could recommend?
  
  For new car, is it also advisable to change all the cabling? Saw in some magazines that one can get reasonable cabling works for $80.

  I heard Sony's and Pioneer's HU are quite decent for budget upgrades. But don't really know much about the model to go for. Can visit Sony Website to compare prices. But now I heard the models are getting old, do go down Sim Lim Tower and check things out.
  
  Anyway, got a question here I like to ask everyone. Let's say you only have 500 dollars to upgrade your stock ICE, what would you do (first)?
  
  1.) Change HU and a nice front speakers.
  2.) Invest in a 2ch-amp and a decent pair of front speakers.
  3.) 1ch-amp, a pair of tweeters, 1 sub-woofer.
  4.) Just a decent HU.

  will do (2) first
