U get yr refund back without compensation for loss of interest if it were to sit in the bank. Then u r on yr car shopping again, buying at the price based on prevailing COE then. Vicky read your contract again carefully, there is alway a promise there to state how many bid they can try ! usually it is 3 to 4 bid ! once over that amount of try, the contract is void as they fail to secure the COE for you within the agreed number of tries ,thus you are not bound by it anymore.
