Also, a lot of the statistics used to support speed limit laws are a little flawed. They often show raw accident/fatality rates rather than normalized based on the number of vehicles on the road, and the mileage travelled. With an increase in car population, it would be a given that the raw number of accidents would increase, but the normalized rate may not.
One of the proposed guidelines is that the speed limit should be based on the median 85% speed of the vehicles but I guess it is far easier to use an arbitrary limit than to do the right studies.
