PARF and COE rebates.

  Hi guys,
  
  I'm planning to either scrap my Nov '00 206 or sell it...I think I can get about @35k from both rebates if I scrap it but what I not too sure is, do I get that "discount" off a new car price? I'm planning to let my brother have the rebates.
