Are you sure about that mate ? Thats kinda high for a VVTI engine ! My Jul 03 Camry fuel consumption is abt 10 to 11 Km/Litre. Do you ever encounter other problems for your camry? So far I have replaced one side mirror motor, power door motor, quarter mirror and power seat motor. So far I am quite satisfy with my Jap made camry in terms of fuel economy and no bad experiences with the ride except changing the mirror and seat motor. Probably due to wear and tear. BM expect such breakdown is common and that's why there is a 3 years warranty period.
