Govt to consider returning CASH for PARF papers

In the papers recently, there are articles suggesting that the government may consider returning cash for the PARF values when car owners scrap the cars to alleviate the overabundant supply of PARF papers. This probably means that car owners no longer need to sell their PARF papers to dealers at less some %.
Any comments?
