The reason why the Passat 2.0 is cheaper than the 1.8T is because it has a totally different engine(4speed gearbox for 2.0 and 5speed gearbox for 1.8T), lacks the turbo and much more gadgets and accessories. Here are the specs for the 2.0 version.

As you can see that the price is 92k, the Passat 2.0 is targetted at the Japanese large car segment which include cars such as Camry, Accord, Cefiro and etc. Whereas, the 1.8T is about 130k and targetted at cars such as the S60, 9-3 and so on.
