1) Looking at your question from another perspective, there is no maixmum weight restriction for MPV but the rule that anything above 3 tonnes (or was it still 2.5 tonnes) have to be driven with someone with a class 4 license. Also, in the viewpoint of manufacturer, they would try to keep weight light to boast their fuel consumption claims. Most if not all MPV in Singapore are under 2 tonnes.
Maximum height, again, most people dont expect a MPV to be as taller than a van.
2) It depends on the condo management , but generally, as long as it is a car or van, it should not have any problem entering
