Ok... the law in singapore is this... you may drive using an overseas license for up to 12 months. After which, you need to convert.
How the police know if you intend to drive for more than 12 months, is IF (note IF) you get caught for something serious, they will investigate why you are in singapore using a foreign license. From there they check your employment/student permit. So if your records show you came in e.g. 1985, and till now no singapore license.. something is wrong right?
Next is insurance on the car, if you do not have a local license and driving another person's car... the insured is in breach of contract and IF anything happen, that person may not be convered.
The point about your 12 points and $200 fine. Now demerit points apply to foreign license and you have up to 24 points before your privilege to drive is revoked for 3 years.
I mean here is, police will not intentionally check if you do not convert but if anything happen... you will need to have some explanation.
