I think the speed limiter mentioned refer to those that you can set and change yourself, something like cruise control. You set the max speed you want for your car, and you wont be able to go any faster. CAn set it at 110km/h in SGP, but when you go up north, change it to 150km/h or something, all at your finger tip. No. This speed limiter is GPS controlled. It will not limit your speed once you leave the country.
