no worries for 3/4 fuel tank rule if you drive back to MY everyday where you can pump the petrol before you come into SG unless you finish 1/4 fuel tank in 1 day while driving in SG
get a 2nd hand car ...... maybe > 3 years old ... no need factory warranty since you can service / repair your car in MY ... cheaper in MY$ ... beside a 3 - 4 years old SG car condition is mostly pretty good !

Jam, you will have to learn to perdict it as you go along. I have MY friends staying in Singapore driving SG car, only goes in JB during weekends. So all it goes down is can you afford the money. maintenance = $30 (let say 3 times a year at $360)
work out = $676
(of course no very accurate lah)
do think about your room rental at JB ?
