You are allowed to rent a car from those permitted agents and drove them in Malaysia. However, you are not allowed to drive those normal malaysian cars(from relatives or friends). If being caught you will be charged for not having the proper license.

Initially, I was worried too but my cousin told me the most MY TP will issue you a warning since we're "tourist". If not, just pay "kopi money" lor.
