erm...when can those born on 1989 learn driving? Some told me 1989 peeps can learn on 18 but 1990 onwards can only learn on 21? Is this true

To make it simple, look at your birthdate, and count 18 years from that date. wat the...... for my year i got rumours tat those born be4 august de can take at 18 n those after is 21... and other version like those born in 1988 cannot take license at 18, muz take at 21.. it's like wtf man..
tell those who kip saying it's not 18 to hong gans rahs..

Last time I start to learn driving when I was 17. Got my licence at 18. But that was one and a half decade ago.
