Lady Drivers with Kids in the Back Seat

To all who drives,
Have you ever encountered lady drivers who have kids in the back seat, and she is so distracted by the kids clowning around inside and talking to them that she forgets to signal, or notice the traffic lights, or others around her on the roads?
I think it is dangerous, and it is exactly the same as talking on a mobile phone without a handsfree kit while driving.
What do you think they should do if they have rowdy kids in the back seat? I think whatever the lady driver does, should not take her eyes off the road in front of her, or make her oblivious to traffic conditions around her. Stop somewhere wherever possible, and lecture the children. NOT when driving along! -

Same applies to all drivers. Never a good idea to take eyes off road.
