Are you starting off from stationary? If you are already traveling, why do you shift to first gear? Keep at whichever gear you were in if you are already traveling. Only shift down one gear if there is not enough power to sustain the speed.
Do you have friends that are experienced in driving to sit with you while you drive?

could be that there just isn't enough torque to pull it up the slope that fast.

Yes you can change gears when you are going up a slope but only when necessary. e.g. you are traveling up slope and you feel that there is not enough power, then shift down. If you persists on the high gear and the car does not have enough power, the engine will die off.
