  There is speed cam installed along TPE towards ECP direction after Jalan Kayu flyover on the LEFT side.

  The other day I was on a bus... Then on the opposite side of the road I saw a red light placed on the ground. Further up there were two policemen standing there with what looked like some camera...

  same use as a cone. to mark as obstruction. sometimes they place the lights in a line (red light, blue light, red light, blue light..) when closing entire lanes to traffic..

  aiya.. do u always see cones placed nicely? sometimes got too many cones the extra will anyhow throw.. or before deployment stack up together throw at the back of a lorry...
  
  same ma.. maybe they change their mind don't want to put it on the road.. so leave it at the side first lor.. later then settle ma.. no big deal =)

  If im not wrong, he is refering to the road block along TPE sometimes back ..
  The camera is being placed a distance ahead of the block to capture the speed of vehicles. Those speeding vehicles will not even notice that there is a camera there untill they are being stopped at the road block.
