One with odd number, the other with even number.
Singaporean although they complain alot, have enough money to buy two cars. Even when Singapore has the highest markup for cars in the world. This not counting the COE somemore.
China now try this method, lets see how it works there.

The problem is that it will cost too much to reconfigure CTE. But if the govt is willing to fork out the $$, i think the problem will improve greatly. Another problem is that a change in highway code must be made to prevent accidents from happening. But i cant see this idea happening in S'pore in the near future.
