Road Tax Return When Car is Sold or Scrapped ?

  Is it a common practise for the Road Tax to be returned when the car is to be scrapped by a Used Car Dealer ?
  
  I had just renewed my road tax for six months, and suddenly decide to buy a 2 year old car from a Used Car Dealer.
  
  He insisted on charging 2 percent for scrapping the car, so that I can recover the Road Tax.
  
  This is very unusual, as other Used Car Dealers do not charge the 2 percent scrapping fee, and does it as a service; and also will return the Road Tax.
  
  After agreeing to this condition, and after taking possession of the 2 year old car, the Used Car Dealer then went back on his words.
  
  The Used Car Dealer claimed that since I did not agree to pay the 2 percent scrapping fee, he had no choice but to sell the car with the Road Tax.
  
  Anyone with an opinion on this matter ?

  Used car dealer do charge 2% if not they eat wat?
  They earn from commission.
  They have to come out the huge amount of money to buy over your car and they dun earn any amount?
  Do u think is fare?

  I visited used car showroom off Paya Lebar, and at Coronation Drive, also at Tagore Lane. One offer for the same make of car also from a Finance Company boss selling away a 2 year old car that belonged to his wife.
  
  Everyone informed me that they do not charge 2% fee for scrapping the car, and wanted me to leave the car immediately, close the deal, and return the Road Tax when vehicle is scrapped.
  
  The price offered is also very competitive, and same as offered by the Kallang Dealership that I bought the car from.
  
  It seems that the margin on the used car is about $3000 to $4000 each, and the competition is so great amongst the Used Car Dealers that they fight for sale, and prepared to give away small service such as the 2% scrap fee.
