hi. i'd just like to find out what the penalties are for the following scenario:
person A drives a manual car around the kallang leisurepark carpark to practice for driving test.
person B (abetter) is the car's driver and passenger during the time of offence.
car does NOT belong to either party.
TP strolls by. both get booked. now awaiting TP letter to attend court.
1. what are the penalties?
2. what appeals can be made to the judge to:
- avoid licence revocation of person B?
- grant leniency of penalty to both persons?
would appreciate your input. thanks.
person a, person b
owner a, owner b

haha...
go to the judge and say sorry... maybe de judge may forive eu...
or maybe not..
They might call you up before they charge you.
Better look pityful and sad, or at lease act sorry.
You have PDL that might prevent them from throwing the book at you.
Driving without insurance coverage, without displaying 'L' plate, without qualified instructor, learning driving in public car park.
Your best bet would be to be sorry, and say you are very concerned about your TP test, guilty Singapore style.
Argue and you lose.
this is a bad case, will be quite hard to go off lightly
license kantong for person b plus fine.
no need to take test liao... fine and maybe jail.
if both no license, lifetime ban i think. as for criminal offense, maybe the can be charged as accomplice or something?
person A (no license) - banned from taking TP for 1 year
person B (with license) - kantong 1 year
owner of the car, since its not A or B may kenna kantong 1 year also.
not too sure about the fines..
I think person A can say goodbye to learning how to drive any forms of vehicles for at least the next 1 year or maybe more, but definitely not a lifetime ban.
Person B will have his license disqualified or ban from driving for 1 year or more. Disqualifying his license means he has to go through all the shit of learning again. Banning does not need to retake the license, i guess.
I dont think anything will happen to the car owner, presumed that he lent the car to person B, whom is a licensed driver. Only if you say person B is not a driver as well, then the car owner will kanna jia lat jia lat, maybe have a hefty fine or ban as well.
In any case, dont drive without a license. It is pretty stupid, especially the driving skills buay zai, very easily kanna identified.
Those who drive without an appropriate licence may face charges of driving without a valid licence, which carries a fine of up to $1,000 or a jail term up to 3 months for the first conviction. The offender may also be charged for driving without a valid insurance coverage, the penalty of which may be a fine of up to $1,000 or a jail term not exceeding 3 months, or both. The offender will also be disqualified from driving for at least a year.
from:
1) http://www.spf.gov.sg/abtspf/tp.htm#dept
2) Road Traffic Act:
http://statutes.agc.gov.sg/non_version/cgi-bin/cgi_retrieve.pl?actno=REVED-276&doctitle=ROAD%20TRAFFIC%20ACT%0a&date=latest&method=part
By law, the learner driver should have the provisional driving licence and learn from a certified driving instructor (be it school or private).
And then, he should only learn at stipulated locations, such as within school's circuits or designated roads, AND at designated times.
Peak hours cannot have driving lessons on the road, etc.
The car's ownership may be less important, but basically, the act would have endangered people's lives! Remember that at carparks, there are many people & children walking, also there could be many cars driving in & out, so its more dangerous.
Person A is 100% going to get his PDL revoked and ban from learning driving for up to 2 years or more. While Person B will get his license suspended for 1 year or more.
Depending on whether Person B has any driving instructor license and on the timings of the act, what stage Person A's driving skills are at, the driving conditions/no. of people in the carpark, & if Person B collect fees from Person A, the Judge will met out the punishments accordingly.
This is seriously fucked.
happened before. kallang carpark also. jail. that was many months back.. it was in the papers!
I would say,
TS and your friend, wash your butts clean and get ready to squat in jail.
Unlikely anybody will kena jailed. Waste taxpayer $ just because drive car around carpark illegally?
I knew a guy doing NS (1) and drive parent's car without license (2), got into minor accident (3). What happened? Only kena fined (unknown amount). And he later managed to get his driving license.
Driver A - Fine. Cannot take TP for some time.
Passenger B - Fine. License may get suspended or revoked.
Car Owner C - Fine. License may get suspended or revoked. Car get confiscated unlikely.
Either way, if TS was Driver A, you saboed both your friends B and C. Suay. Did not know TP patrol carparks.
