Red plate are for OPC (weekend) cars while black plates are for normal cars. There are restrictions on the timing for usage of OPC cars.
The cost of the red number plates (~$140) are generally more expensive than black ones (~$30). However, on the whole, OPC cars are cheaper to maintain than normal ones.
