  I recently drove pass a gantry at CTE without cashcard. I know I have to pay $10 admin charge plus the fee I missed, which is $2.50. But how do I go about doing it? At AXS machines? Or do I have to wait for letter to arrive first?

  you can a couple of days for them to process the fine. then can go into the AXS system to pay it off. u can wait for letter also but that will come after a week or so.
