How to regulate/enforce OPC scheme nowadays?

  With the ever increasing car population in Singapore, I always wonder the original intentions and objectives of controlling the car usage during peak hours via the OPC scheme are really being accomplished. Last year, I rarely see OPC cars on the road at 7.30am while on my way to work and 6pm on my way back home. Probably because of the need to display OPC coupons prominently on the front windscreen. With effect from 25 Jan this year, LTA has scrapped the OPC coupon and introduced e-day licence and also implemented a revised OPC scheme that has no restrictions on saturdays + eve of public holidays. It becomes more attractive for aspiring car owners who has budget constraints to purchase a OPC car nowadays. refer to:- http://www.lta.gov.sg/motoring_matters/motoring_vo_policynschemes_offpeak.htm As a 'normal' car owner, I noticed recently that there is an increased trend of OPC cars on the roads during peak hours of 7.30am and 6pm. In my mind, I always wonder if they are 'legitimate'. With the elimination of the need to display OPC coupons nowadays and with 'flexibility' for OPC owners to purchase e-day licence by 2359hrs the following day after their usage. I wonder how authorities is going to enforce checks on errant OPC abusers. I am not trying to start a flame war between normal car owners and OPC owners. I am sure that some normal car owners can more or less feel that why are they paying more when they park their cars at their offices during 8am to 6pm and have to join the traffic jam during morning and evening with these 'questionable' OPC cars...(in comparison between normal car owners and the revised OPC scheme car owners, the line of seperation is really thin.) It seems like normal car owners are paying more for annual road taxes and COE when our privileges are just seperated by a thin line.

  I believe LTA have their means to catch those errant OPC drivers who flout the rules. For now, even with the prevalance of COE, OPC, ERP schemes, morning and evening peak hour jams are here to stay. I just have to live with it.

  My dad told me,L.T.A. now used the car's I.U. to catch O.P.C. cars that use without paying,when the car go thru some area,not even E.R.P. gantry,a data will be recorded,you will have until 2359 to pay up,if you don't pay,summon will be send to you.

  If lets say OPC car need to use those restricted hours, how much is have to pay? Pay for hours or 1 day?
