Special Number Plates (those diagonal ones)

Hello, all
did you all notice that some cars in Singapore have special number plates akin to the now-gone Pulau Ubin plates?
I saw this current model (2001-) Honda Civic with this Yellow and Green halved diagonally with the number "RD XXXX".
Went to LTA website to find out what that plate is.. but only found information about the Red (off peak car) and Red/Yellow (classic car).
Anybody know what this license plates does? or what special scheme is it under?
Any one know anything about this? -
i think those are cars without road tax..
ie..they are not supposed to be on the road cos the road tax for these cars are not paid.. -
the green/yellow ones I think r meant for offshore...not for mainland use.

Vehicle with number "RD XXXX" are rental vehicle under the scheme, Honda Intelligent Community Vehicle System.
The Petrol & Electric Hybrid model of HONDA CIVIC, which was launched in Japan on Dec 13, 2001, is used as the ICVS car in Singapore. As an ICVS member, you will be among the first to drive this latest environmentally friendly car in Singapore.
The most distinctive benefit Honda ICVS offers is that it allows members to access the car even without booking. Secondly, it allows members to use the car without having to commit to a return time in advance. Thirdly, it allows members to pick up and return the car at any port that is convenient to them. Fourthly, it uses environmentally friendly cars for saving energy and reducing level of pollution.
All trips are charged $2.00 on the first 20 minutes block and $0.20/minute thereafter. You can now save on short trips during the Overnight use and WEPH use. For Overnight use, there is a time charge cap of $20, daily between 7 pm and 8 am. For WEPH use, the time charge cap is $70 per day. This applies between 7 pm on Friday evenings and 8 am on Monday mornings or from 7 pm on the public holiday eve to 8 am the morning after the holiday. In addition to the time charge, there is also a distance charge of $0.30/km.

ya.. i think sgboy is correct. i kind of guessed it's that car sharing scheme think because i found it only on hondas..
and i remember faintly last time that there was such a scheme published in newspaper.. but i wasn't in singapore then.
i also saw special plates on heavily modded cars.. which make me guess if it is only for racing.. and i think their plates are of different colours.
anyway.. i am convinced with sgboy's answer. thank you thank you.
well.. there are some other special plates too... around the sembawang and US embassy areas.. you are very likely to see.. "US XXXX AF" plated cars.
dun think i have to elaborate about what it means. eheh. but dunno why never get to see US armed forces Hummer/Humvee in singapore.. maybe too wide for singapore roads. ahahh.
anybody got a "database" on S XXXX CD cars? like S 19XX CD are americans, S 29XX CD indonesians... etc etc? been trying to find this on the net. -
blue and yellow is hybrid cars.... mostly honda civics... new model

why bother. a normal 1.5L car can reach 100.
ok lah. mercs s320 can reach that kind of speeds loh.
and it runs on diesel.
the gov dont like diesel?

Diplomatic or Foreign Armed Forces Vehicles are exempted (under Vienna Conventions) from Singapore road tax, COE and Petrol tax. Meaning they only have to pay OMV and pay about 50-70cents/litre on petrol.
Humvees are not meant for speeding but they are damn good for transporting a heavy load (try towing an artillery piece with a 1.5 litre Soluna). The have a low horsepower rating but high torque. Vehicles that runs on diesel has these charateristics.
Also, there are petrol (gasoline) versions of Humvees meant for consumer use.
Humvees are designed according to military specs, so they dun tend to be very comfortable to sit in. Hummer 2 is more for the consumer use, that's why they have a smaller engine, higher power output and more spacious.
